com.apple.Safari.plistis probably the right file. Please try using Wordpad instead of Notepad, since Wordpad supports Unix line-endings (that's what's causing the squares in Notepad).You are using the latest Safari 3.1, right? It only works in that version (if it works at all on Windows).
